Long shot. Will post again if I have something more convincing.

ANS. Pareto's Principle

Clue 1: S.C.I.E.N.C.E = Social Chronology Includes Everyone. Neanderthals. Cannibals. Everyone.
The first social cycle theory in sociology was created by Italian sociologist and economist Vilfredo Pareto i.e. the same chap who gave us the 80-20 principle.

Clue 2: Hopeful

Clue 3: 12/15 = 0.8 = 80% i.e. Pareto's 80-20 principle
